It's kind of unlikely that someone will know your city and state and be familiar with the exact place you mentioned... but if you are in Union City, CA, and this place (found via a quick google search) is the one you're looking for:

then consider calling the studio (the number is on the page above) and asking them if they would do your hair in an emo style with a razor cut and choppy layers (or describe whatever an emo haircut means to you). Usually, salons/hair studios (places that cost more than $10-20) will be more than willing to accommodate your desire.
When you go to get your cut, make sure to communicate your wishes thoroughly and try to gauge how considerate the stylist will be of your desire. Some people will try to argue with you... You should consider their opinion if they think a certain length of bang or type of layering won't be flattering (maybe they are saving you from having a mullet!), but if they try to convince you to go for a clean-cut look when that is exactly opposite of your desires, then you want to insist as politely as possible that you know what aesthetic you want and request a different stylist. Important things to get across before the cutting begins are how long you want it to be/how short you are willing to go, the degree of layering (heavily layered, or just some long layers near the end?), whether you want bangs or not, if you would like layers around your face, and how much effort you are willing to put in (I always like to talk about how my hair will look if I just wash it, towel dry it, and go; consider whether you are willing to invest time every morning in teasing or gelling or whatever, or whether you would like a cut that looks okay when it is left down). Talk for a while while s/he is washing your hair. The emo look is pretty ubiquitous, so your stylist should probably be familiar with what you want.
